The Board Finance & Facilities Committee (BF&F) met on Monday, June 15, 2020 in the
Educational Service Center Board Room. Copies of the Agenda and the following Executive

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

International Baccalaureate Fees: Dr. Kim Buryanek

  • To request approval to pay the IB candidacy fees for the 2020-2021 school year.
  • East Middle School, North Middle School, West Middle School, Nodland Elementary School, Sunnyside Elementary School and Perry Creek Elementary School have entered the candidacy phase for the IB program.
  • The fee is $9,500 per school for a total of $57,000.
  • The Committee recommendation is to bring this item to the Board on June 22, 2020

Preschool Additions: Dr. Brian Burnight and Kim Neal

  • To obtain authorization to add three preschool classrooms.
  • These classrooms are in addition to the three new classrooms that will be funded by the Shared Visions grant.
  • These classrooms will help achieve the optimal 70/30 ratio of students with special needs to typically developing peers.
  • Three additional preschool classrooms were approved in the 2020-21 budget; this will bring the total additional classrooms to six.
  • This item will be included on the Agenda of the June 22, 2020 Board meeting.

Sioux City Transit Bus Tickets: Jen Gomez

  • The Department of Student Services and Equity Education provides Sioux City Transit bus tickets to students who have been identified as homeless and students who do not qualify for free bussing, but cannot afford to pay for bussing.
  • The recommendation is that the Board of Directors approves the purchase of bus tickets throughout the 2020-21 school year.
  • The total cost of the tickets is estimated to be $100,000 and will be funded by the General Fund using the McKinney-Vento Grant and the Equity Department budget.
  • This item will be included on the agenda of the June 22, 2020 Board meeting.

Safe and Civil Schools Professional Development: Heidi Anthony

  • The District has implemented Positive Behavioral Interventions and Supports (PBIS) as a multi-tiered approach to social, emotional and behavior support.
  • The recommendation is that the Committee approves a purchase agreement with Safe and Civil Schools to provide virtual professional development related to PBIS.
  • The total cost is $36,000 and will be funded with Teacher Quality Funds ($28,000) and Special education funds ($8,000).
  • The Committee recommendation is to bring this item to the Board on June 22, 2020.

Raptor Visitor Management System Purchase Agreement: Mandie Mayo

  • Raptor Visitor Management System will allow the schools to screen and track everyone coming into the schools.
  • The system will be implemented in the elementary/preschool buildings.
  • The recommendation is that the Board of Directors approves the Raptor Visitor Management System purchase agreement for the 2020-2021 school year for $21,969.13 and the annual subscription fee for the second and third year (3% increase in the annual subscription).
  • This item will be included on the agenda of the June 22, 2020 Board meeting.

Resolution Supporting the Proposed Issuance of Approximately $36,000,000 School Infrastructure Sales, Services and Use Tax Revenue Refunding Bonds: Patty Blankenship

  • The recommendation is that the Board of Directors adopts the resolution supporting the proposed issuance of approximately $36,000,000 School Infrastructure Sales, Services and Use Tax Revenue Refunding Bonds.
  • The bonds will refund the Revenue Bonds, Series 2014 and Revenue Bonds, Series 2015A.
  • This item will be included on the agenda of the June 22, 2020 Board meeting.

Contract for Transportation Services between the Sioux City Community School District and Siouxland Regional Transit System: Brian Fahrendholz

  • Siouxland Regional Transit System transports special needs students when the District’s transportation department cannot meet the needs of the student.
  • The recommendation is that the Board of Directors approves a contract between the District and Siouxland Regional Transit System for the 2020-21 school year.
  • The fee is $41.50 per hour. · This item will be included on the agenda of the June 22, 2020 Board meeting.

Addendum to Professional Services Contract with FEH Design for Professional Services –A/E Fixed Fee Proposal for Hunt Elementary Bid Package #4 – Building Construction: Brian Fahrendholz

  • The addendum, in accordance with the original contract dated May 8, 2017, includes a fixed fee proposal for A/E services related to Hunt Elementary bid package #4 – building construction.
  • The 3.9% fixed fee of $584,688 is based on the most recent cost estimate of $14,992,021.
  • This item will be included on the agenda of the June 22, 2020 Board meeting.

Hail Damaged Roofs and Vertical Metal Replacement Project – Morningside Elementary Change Order: Brian Fahrendhol

  • The recommendation is that the Committee approves a change order for $38,500 related to the hail damaged roofs and vertical metal replacement project.
  • The original contract is with 10 Men Roofing, L.L.C.
  • The project will be funded with insurance proceeds.
  • The Committee approved the change order.

Hunt Elementary School Bid Package #4 – Building Construction: Brian Fahrendholz

  • The recommendation is that the Board of Directors approves the proposed plans, specifications, and estimated cost of $14,992,021 (base bid) and $500,000 (alternate A1 – PK/TK classrooms) for the Hunt Elementary School bid package #4 – building construction, set a public hearing date, and publish notice as required by law.
  • This item will be included on the agenda of the June 22, 2020 Board meeting.

Finance Report for May – Revenues and Expenditures: Patty Blankenship

  • The May finance report was briefly discussed.
