Call to Order:  Dr. Paul Gausman called the meeting to order at 3:00 p.m.

FY22 Natural Gas Contract: Timothy Paul

  • The District requested pricing for natural gas for FY22.
    • Option A:  Wood River Fixed Full Requirement Price
      • Allows the District to lock in a price at the current market price for the year (fixed price not fixed quantity). Only certain buildings qualify for the program.
      • The estimated cost for this program is $318,000.  Transportation costs are included. In addition, there is a 5% franchise fee.
      • General Fund expenditure.
    • Option B:  Local Government Risk Pool Commission
      • Allows the District to purchase the entire amount of gas needed for the year in one lump sum payment. Actual usage does not matter.
      • The cost for this program is $357,916.09.
      • The District would enter into a 28E agreement and a participation agreement.
      • Management Fund expenditure.
  • The Administration’s recommendation is Option B.

Acceptance of Property/Casualty & Workers’ Compensation Insurance Renewal: Patty Blankenship/ Rita Vannatta

  • Property/Casualty
    • Larry Moser and Steve Schultz discussed the challenges with the renewal process.
    • The Administration’s recommendation is the Iowa Public Insurance Program (IPSIP) for the package.
    • Violent Malicious Acts – Lloyds of London
    • Cyber – Travelers
    • The package premiums are up 20%, deductibles increased to help control upfront costs.
    • Total premium is $1,224,878.
  • Workers’ Compensation
    • The Administration’s recommendation is to renew with United Heartland.
    • The renewal increased 15% with a continued dividend based on loss experience.
    • The experience mod decreased from .91 to .89.
    • Payroll increased by 6%.
    • Total premium is $860,546.
  • The recommendation is that the Board of Directors approves moving the property/casualty program to Iowa Public Schools Insurance Program (IPSIP) and continues the workers’ compensation program with United Heartland.

Record Printing Assessment Booklets: Heidi Anthony

  • Record Printing prints the District’s assessment booklets. This reduces the cost and increases efficiency.
  • The recommendation is that the Board of Directors approves the purchase of student booklets to be printed by Record Printing for the 2021-2022 school year for $87,907.61.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Science and STEM Supplies: Heidi Anthony

  • Each year, science and STEM teachers must order consumable supplies for the experimental laboratories. In addition, some instructional supplies need replacement in any given year.
  • Science and STEM teachers determined the needed instructional supplies for the labs within the curriculum for the upcoming year.
  • The recommendation is that the Board of Directors approves the elementary science request in the amount of $22,449.20, the middle school science and STEM request in the amount $40,189.74, and the high school science request in the amount of $29,524.35, for a total expenditure of $92,213.29.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Live Event Camera Systems for High School Athletic Fields FY22: James Vanderloo

  • Musco Camera System
    • The Musco Vision automatically starts the high-definition video stream for high school baseball and softball fields.
    • Total cost is $57,750 ($19,250 per location).
  • Hudl Camera System Subscription
    • Supports soccer, volleyball, basketball, and football.
    • The package includes a three-year subscription for West, North, and East High Schools.
    • Total cost is $99,598.
  • Fibercomm internet installation $50,898.24.
  • Fibercomm internet access $15,000.
  • The proposed funding source is ESSER.
  • The recommendation is that the Board of Directors accepts the quotes from Musco Lighting LLC for $57,750, Hudl for $99,598, and Fibercomm for $50,898.24 and $15,000 for a total project cost of $223,246.24.

Sioux City Transit Bus Tickets: Dr. Jen Gomez

  • The Department of Student Services and Equity Education provides Sioux City Transit bus tickets to students who have been identified as homeless and students who do not qualify for free bussing, but cannot afford to pay for bussing.
  • The McKinney-Vento Grant and the Equity Department’s budget fund this program.
  • The recommendation is that the Board of Directors approves the purchase of Sioux City Transit bus tickets throughout the 2021-22 school year in the total approximate amount of $100,000.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Memorandum of Understanding between Counseling and Support Services and the Sioux City Community School District:  Dr. Jen Gomez

  • To request the Board to enter into an agreement with Counseling and Support Services allowing their licensed clinicians to provide therapy, consultation, and crisis support to students and staff in District buildings during the 2021-22 school year.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Memorandum of Understanding between Family Solutions Services and the Sioux City Community School District: Dr. Jen Gomez

  • To request the Board to enter into an agreement with Family Solutions Services allowing their licensed clinicians to provide therapy, consultation, and crisis support to students and staff in District buildings during the 2021-22 school year.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Memorandum of Understanding between Siouxland Mental Health Center and the Sioux City Community School District: Dr. Jen Gomez

  • To request the Board to enter into an agreement with Siouxland Mental Health Center allowing their licensed clinicians to provide therapy, consultation, and crisis support to students and staff in District buildings during the 2021-22 school year.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Memorandum of Understanding between Siouxland Human Investment Partnership and the Sioux City Community School District: Dr. Kim Buryanek

  • To request the Board to renew the agreement between Siouxland Human Investment Partnership and the District for Beyond the Bell before school, after-school and summer programming.
  • The District will provide Beyond the Bell classroom space, common space and playground/physical education equipment, technical support, funding up to $148,000 for certified teachers and scholarships for students, and other support.
  • The agreement will be funded with at-risk funds.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Memorandum of Understanding between Sanford Center and the Sioux City Community School District: Dr. Kim Buryanek

  • To request the Board to enter into an agreement with the Sanford Center for outreach workers to provide mentoring, tutoring and other supports to at-risk students.
  • The Sanford Center will provide three outreach workers for the 2021-2022 school year.
  • Total cost is $30,000 and will be funded with at-risk funds.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Agreement Between the Sioux City Community School District and Boys and Girls Home and Family Services, Inc. for Alternative Placement Programs: Dr. Kim Buryanek

  • To request the Board to enter into an agreement with Boys and Girls Home and Family Services to provide alternate placement programs.
  • The total cost of the agreement is $120,649 and will be funded with at-risk funds.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Agreement among the Jackson Recovery Centers, Inc., the Sioux City Community School District and Northwest Area Education Agency: Dr. Kim Buryanek

  • To request the Board to enter into an agreement with Jackson Recovery Centers and Northwest AEA to provide alternative school services and to allow the District to provide billing services on behalf of Jackson Recovery Centers.
  • The billing is at a per diem amount.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Agreement among the Boys and Girls Home, the Sioux City Community School District and Northwest Area Education Agency: Dr. Kim Buryanek

  • To request the Board to enter into an agreement with the Boys and Girls Home and Northwest AEA to provide alternative school services and to allow the District to provide billing services on behalf of the Boys and Girls Home.
  • The billing is at a per diem amount.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Non-Public Schools’ CARES Act Contract: Dr. Kim Buryanek

  • To request Board approval of the non-public schools’ contract for a mental health counselor.
  • The contract will be funded by the non-public’s ESSER I allocation.
  • The recommendation is that the Board of Directors approves the contract for the 2021-2022 school year for a mental health counselor for Bishop Heelan Catholic High School using ESSER I funds for $25,000.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Contract with Terracon Consultants Inc. for AHERA 3-year inspection: Timothy Paul

  • Terracon Consultants Inc. will conduct an Asbestos Hazard Emergency Response Act (AHERA) 3-year inspection in accordance with the State of Iowa and the United States EPA.
  • The locations are Clark Early Childhood Center, Fairview, Irving Preschool, Operations & Maintenance, and North High School.
  • The recommendation is that the Board of Directors enters into a contract with Terracon Consultants Inc. for $15,300 for the AHERA 3-year inspections.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Woodbury County Jail Infrastructure Project Easements: Timothy Paul

  • The City of Sioux City requested easements to install and maintain sewer piping connecting the new LEC with the sewer line located on Highway 75.
  • The recommendation is that the Board of Directors set a public hearing for temporary and permanent easements with the City of Sioux City for installation of a sanitary sewer line for the Woodbury County Jail Infrastructure Project – Easements at no charge.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Contract for Transportation Services between the Sioux City Community School District and Care A Van LLC: Timothy Paul

  • Care A Van LLC will transport students with special needs that cannot be met with regular buses.
  • The recommendation is that the Board of Directors enters into a contract with Care A Van LLC to provide transportation services for the 2021-2022 school year.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Contract for Transportation Services between the Sioux City Community School District and D&Z Transportation LLC: Timothy Paul

  • D&Z Transportation LLC will transport students, some with special needs, which cannot be accommodated with regular school buses.
  • The recommendation is that the Board of Directors enters into a contract with D&Z Transportation LLC to provide transportation services for the 2021-2022 school year.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Contract for Transportation Services between Sioux City Community School District and Siouxland Regional Transit System: Timothy Paul

  • Siouxland Regional Transit System transports special needs students when the District’s transportation department cannot meet the needs or access the student’s place of access.
  • The recommendation is that the Board of Directors enters into a contract for transportation services with Siouxland Regional Transit System (SRTS) for the 2021-2022 school year.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Agreement with Duff & Phelps – Update Capital Asset Records: Patty Blankenship

  • Duff & Phelps will compile a fixed asset accounting ledger based on information provided by the District for the fiscal year ending June 30, 2021.
  • The cost of the engagement is $2,650.
  • The recommendation is that the Board of Directors enters into an agreement with Duff & Phelps to provide an updated fixed asset accounting and financial reporting as of June 30, 2021 for a cost of $2,650.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.

Agreement with Duff & Phelps – Physical Inventory of Machinery & Equipment: Patty Blankenship

  • The scope of the engagement includes the following:
    • Physical inventory of machinery and equipment with a unit cost of $5,000 or more.
    • Updated listing of machinery and equipment at historical cost.
    • Updated listing of machinery and equipment at insurable value.
  • The recommendation is that the Board of Directors enters into an agreement with Duff & Phelps to conduct a physical inventory of machinery and equipment with a unit cost of $5,000 or more for a fee of $29,500.
  • This item will be included on the agenda of the June 28, 2021 Board meeting.
