Board Finance & Facilities Committee Minutes – March 15, 2021

The Board Finance & Facilities Committee (BF&F) met on Monday, March 15, 2021 in the
Educational Service Center Board Room. Copies of the Agenda and the following Executive
Summaries were available:

  • Math Materials for Missed Learning – Elementary
  • FY22 Annual Roof Repairs, Maintenance, and Replacement Projects
  • Non-Public Schools’ Technology Purchases
  • FY22 Budget Adjustment Resolution

Committee Members Absent: None

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

Math Materials for Missed Learning – Elementary: Heidi Anthony

  • Due to the COVID-19 pandemic requiring school closure in the spring, students missed instruction in critical areas of math.
  • Math curriculum leaders have identified materials for each elementary grade level to support instruction that was missed in the spring of 2020.
  • The hands-on materials will support students in understanding the content and standards they missed.
  • One-hour of professional development will be provided to support teachers in learning how to use the materials.
  • The recommendation is that the Committee approves the request for the purchase of math materials to support missed learning at the elementary level from the ESSER II funds in the $70,677.20.
  • The Committee approved the purchase.

FY22 Annual Roof Repairs, Maintenance, and Replacement Projects: Tim Paul

  • Sealed bids were received for the FY22 Annual Roof Repairs, Maintenance and Replacement Projects for East Middle School and the Operations and Maintenance Building.
  • The recommendation is that the Board of Directors accepts the low combined bid of $202,000 from Winkler Roofing and awards the contract.
  • This item will be included on the agenda of the March 22, 2021 Board meeting.

Non-Public Schools’ Technology Purchases: Dr. Kim Buryanek

  • To approve a non-public technology purchase utilizing their ESSER allocation.
  • The devices will allow virtual learning.
  • The recommendation is that the Committee approves the technology purchase for the non-public school in the amount of $51,008.86.
  • The Committee approved the purchase.

FY22 Budget Adjustment Resolution: Patty Blankenship

  • Iowa Code Section 257.14 provides an adjustment to the regular program budget if the District’s regular program cost for FY22 is less than 101 percent of FY21 regular program cost.
  • The District must adopt a Board resolution in order to receive the 101% budget adjustment.
  • The resolution is due to the Department of Management by April 15, 2021.
  • The preliminary aid and levy worksheet for FY22 indicates the District will not be eligible for the 101 percent budget adjustment.
  • It is best practice to submit a resolution in the event it is needed.
  • The recommendation is that the Board of Directors pass a resolution allowing the District to levy property tax for fiscal year 2021-2022 for the regular program budget adjustment as allowed under section 257.14 of the Iowa Code.
  • This item will be included on the agenda of the March 22, 2021 Board meeting.

Finance Report for February – Revenues & Expenditures: Patty Blankenship

  • The February finance report was briefly reviewed.
  • Director Greenwell recommended that the ESSER revenue be recognized using the modified accrual basis of accounting versus cash receipts method.

at 3:00 p.m. in the ESC Board Room.
