The Board Finance & Facilities Committee (BF&F) met on Tuesday, September 8, 2020 in
the Educational Service Center Board Room. Copies of the Agenda and the following

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

Transition Alliance Program: Kim Neal

  • The Transition Alliance Program (TAP) is a joint venture between the District and the Department of Vocational Rehabilitation.
  • TAP’s goal is to prepare high school students with disabilities for post-secondary education or successful employment beyond high school.
  • The District currently employs three full-time TAP specialists and one associate.
  • Students served through this program must qualify for special education services and services from Vocational Rehabilitation.
  • The total budget for 2020-2021 is $271,412.59 with $135,706.30 funded by the District.
  • The recommendation is that the Board of Directors approves the Transition Alliance Program for the 2020-2021 school year.
  • This item will be included on the agenda of the September 14, 2020 Board meeting.

6th Grade Science Textbooks and Lesson Guides: Heidi Anthony

  • The middle school science curriculum will be revised to meet the new Iowa Core Science Standards.
  • The change requires much of the core content taught in 7th grade to be taught in 6th grade.
  • The curriculum team developed aligned curriculum and assessments for 6th grade for the 2020-2021 school year to address this transition.
  • The recommendation is that the Committee approves the purchase of 6th grade science textbooks and lesson guides for $65,672.24.
  • The funding sources are the FY21 Instructional Support Levy ($20,153.44) and FY21 Modified Supplemental Amount for At-Risk Dropout Prevention ($45,519.30).
  • The Committee approved the purchase.

Student Device Lifecycle Purchase: John Pritchard

  • To request Board approval to purchase 1,500 HP Probook 430 G7 laptops for students for $793,500 ($529 each) from Rivers Technology, Inc.
  • This purchase is a standard lifecycle purchase and will be funded by the General Fund Technology budget.
  • This item will be included on the agenda of the September 14, 2020 Board meeting.

Teacher Device Life Cycle Purchase: John Pritchard

  • To request Board approval to purchase 300 Dell Latitude 3390 2-in-1 laptops for teachers for $190,200 ($634 each) from Sterling Computers.
  • This purchase is a standard lifecycle purchase and will be funded by the General Fund Technology budget.
  • This item will be included on the agenda of the September 14, 2020 Board meeting.

iPad Purchase to Support Remote Learning: John Pritchard

  • To request Committee approval to purchase 200 Apple iPads to supplement the 1:1 program for TK-1 st grade for $58,800 ($294 each).
  • This purchase will be funded with CARES funding.
  • The Committee approved the purchase.

FY21 Brainpop License Renewal: John Pritchard

  • Brainpop is a software that has three modules: Brainpop, Brainpop Jr. and Brainpop ELL.
  • General education students, special education students, and ELL students use the software.
  • The recommendation is that the Board of Directors approves the renewal of Brainpop for $29,997.
  • The General Fund will fund this purchase.
  • This item will be included on the agenda of the September 14, 2020 Board meeting.

Consideration to Move from a Private Placement Bond Issue to Public Offering of Approximately $36,000,000 School Infrastructure Sales, Services and Use Tax Revenue Refunding Bonds: Patty Blankenship

  • Piper Sandler & Co. is recommending the District consider a public offering of approximately $36,000,000 to refund outstanding School Infrastructure Sales, Services and Use Tax Revenue Bonds, Series 2014 dated September 9, 2014 and School Infrastructure Sales, Services and Use Tax Revenue Bonds, Series 2015A dated June 9, 2015.
  • This recommendation is due to changing market conditions.
  • Matt Gillaspie from Piper Sandler & Co. discussed the changing market conditions and addressed the Committee’s questions.
  • The recommendation is that the Board of Directors approves a new Financial Services Agreement with Piper Sandler & Co. and a new Engagement Agreement with Ahlers & Conney, P.C.
  • This item will be included on the agenda of the September 14, 2020 Board meeting.

Contract for Transportation Services between the Sioux City Community School District and Care-A-Van Transportation LLC.: Brian Fahrendholz

  • Transportation service provided by Care-A-Van Transportation LLC will transport District students, some with special needs, which cannot be accommodated with regular school buses.
  • The recommendation is that the Board of Directors approves the contract for transportation services with Care-A-Van Transportation LLC for the 2020-2021 school year.
  • This item will be included on the agenda of the September 14, 2020 Board meeting.

Contract for Transportation Services between the Sioux City Community School District and D&Z Transportation LLC: Brian Fahrendholz

  • Transportation service provided by D&Z Transportation LLC will transport District students, some with special needs, which cannot be accommodated with regular school buses.
  • The recommendation is that the Board of Directors approves the contract for transportation services with D&Z Transportation LLC for the 2020-2021 school year.
  • This item will be included on the agenda of the September 14, 2020 Board meeting.
