Board Finance & Facilities Committee Minutes – January 17, 2022

The Board Finance & Facilities Committee (BF&F) met on Monday, January 17, 2022 in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

STEM BEST HD Grant: Jim Vanderloo

  • The Administration applied for an Iowa STEM BEST HD grant to purchase an Anatomage Table.
  • The grant amount is $40,000 with a 2:1 cost share.
  • The STEM BEST HD Program is designed to prepare students for the workforce by providing awards of up to $40,000 to develop curriculum and purchase equipment to promote career preparation in the sectors of computer science/information technology, health professions and advanced manufacturing.
  • The recommendation is that the Board of Directors approves the receipt of the STEM BEST HD grant funds if awarded.
  • This item will be included on the agenda of the January 24, 2022 Board meeting.

Anatomage Table Purchase: Jim Vanderloo

  • The Anatomage Table is the only fully segmented real human 3D anatomy system.
  • The table allows for exploration and learning of human anatomy beyond what a cadaver offers.
  • Funding source: Regional Planning Partnership $43,200 and STEM BEST HD grant $40,000. If the STEM BEST HD grant is not awarded, Perkins funding will be used.
  • The recommendation is that the Board of Directors approves the purchase of the Anatomage Table for $83,200.
  • This item will be included on the agenda of the January 24, 2022 Board meeting.

SWVPP Increase in Enrollment Funding Request Resolution: Dr. Brian Burnight

  • School districts that experienced an increase in statewide voluntary preschool program enrollment in the 2021-22 school year resulting from the decrease in the 2020-21 school year, can request funding from the SBRC.
  • Funding source: Project/source code 4055 Education Stabilization Fund (ESSER II).
  • The recommendation is that the Board as part of the Sioux City Community School District’s response to the impact of the COVID-19 Pandemic, authorizes the district’s administration to submit a request to the School Budget Review Committee for funding related to the FY22 increase enrollment for $158,994.

FY23 Device Life Cycle Purchases: John Pritchard

  • To request Board approval for the FY23 device life cycle purchase.
  • Funding source: FY23 General Fund $877,850 and ESSER II $1,000,000 – Exhibit 3b Technology, Student and Teacher Devices
  • The recommendation is that the Board of Directors approves the purchase of:
  • 350 Dell 3310 i5 processor 13.3” display touch 8GB RAM,128 GB SSD with Wi-Fi 5 teacher laptops ($675 each) for teachers for a total of $236,250 from Sterling Computers.
  • 3,800 HP 430 G8 Celeron 6305 13” display, 8GB RAM, 128GB SSD with Wi-Fi 6 laptops ($432 each) for high school students for a total of $1,641,600 from Riverside Technologies.
  • The total requested purchase is $1,877,850.

New Hunt Elementary Technology Purchases: John Pritchard

  • The Technology Department reviewed the existing equipment at the current Hunt Elementary and projections for staffing and enrollment in the new Hunt Elementary to determine the need for technology equipment.
  • Funding source: Sales Tax Fund
  • The recommendation is that the Board of Directors approves the purchase of $95,039 of technology equipment from various vendors for the new Hunt Elementary School.
  • This item will be included on the agenda of the January 24, 2022 Board meeting.

FY23 Chevy Silverado 1500 Truck Purchases: Tim Paul

  • To purchase four Chevy Silverado 1500 trucks for the Operations and Maintenance Department.
  • Funding source: FY23 PPEL Fund
  • The recommendation is that the Board of Directors accepts the bid from Knoepfler Chevrolet of Sioux City, Iowa, and awards them the contract in the total amount of $115,750.00 for (4) FY23 Chevy Silverado 1500 trucks.
  • This item will be included on the agenda of the January 24, 2022 Board meeting.

VIBE Academy Construction Project: Tim Paul

  • Sealed bids were received and publicly read on January 11, 2022 for the VIBE Academy Construction Project located on the second floor of the Educational Service Center.
  • The low bid of $1,929,000 was received from W.A. Klinger, LLC.
  • Funding source: ESSER III Funding – Exhibit 4b, page 3, Develop 2nd floor ESC for Vibe Academy
  • The recommendation is that the Board of Directors rejects the low base bid from W.A Klinger of Sioux City, IA in the amount of $1,929,000.00 for the VIBE Academy Construction Project.
  • Matt Basye explained why the bids were in excess of the estimated costs provided to the District.
