Board Finance & Facilities Committee Minutes – June 20, 2022

The Board Finance & Facilities Committee (BF&F) met on Monday, June 20, 2022, in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

Preschool Initiative Agreement:  Dr. Brian Burnight (Kim Burrack/Amber Hannah)

  • To adopt the annual Preschool Initiative agreements between the District and the community partners.
    • Angel House Child Care Center, BB’s Preschool and Childcare, Building Blocks Childcare and Preschool, Community Action Agency of Siouxland, Mary J. Treglia Community House, Story Time Preschool and Child Care Center, Apple Tree Preschool and Learning Center, Bishop Heelan Catholic Schools, Calico Kids Preschool, Crittenton Center, and Native American Child Care Center.
  • To adopt the MOU between the District and the Community Action Agency of Siouxland, as required by the federal Head Start program.
  • The recommendation is that the Board of Directors approves the Preschool Initiative agreements with each community agency and the MOU with the Community Action Agency of Siouxland.
  • This Item will be on the agenda of the June 27, 2022 Board meeting.

Preschool Rental Agreements: Dr. Brian Burnight (Kim Burrack/Amber Hannah)

  • To establish leases between the District and several Preschool Initiative community partners.
  • The following community partners operate programs in District classrooms:
    • Community Action Agency, one classroom in Unity Elementary School, $620 per month and one classroom in Loess Hills Elementary School, $620 per month.
    • Crittenton Center, one classroom in Liberty Elementary School, $430 per month.
    • BB’s Preschool, one classroom in Leeds Elementary School, $650 per month.
  • The rent is for the non-preschool portion of the day.
  • The recommendation is that Board of Directors approves the preschool rental agreements with each community agency listed above.

Agreement between the Boys and Girls Home and the Sioux City Community School District: Dr. Kim Buryanek

  • To renew the agreement between the Boys and Girls Home and the District for the provision of alternative school services to District students and to allow the District to provide billing services on behalf of Boys and Girls Home.
  • This agreement allows students from the District to attend the Boys and Girls Home if it is determined to be in the student’s best interest.
  • As part of the agreement and in accordance with state law, the District will bill surrounding districts for services on behalf of the Boys and Girls Home.
  • The cost is the daily per diem rate based on the annual State cost per pupil of $7,413 or $41.18 a day.
  • Funding source: At-Risk
  • The recommendation is that the Board of Directors approves the agreement between the Boys and Girls Home and the District for the 2022-23 school year.

Agreement between the Sioux City Community School District and Boys and Girls Home and Family Services, Inc. for Alternative Placement Programs:  Dr. Kim Buryanek

  • To approve the agreement between the Sioux City Community School District and Boys and Girls Home and Family Services, Inc. for the provision of alternative placement programs.
  • The 6-12 alternative suspension and alternative school programs will continue to be located at the Boys and Girls Home for the 2022-2023 school year.
  • The total cost of the agreement is $126,320. The cost increased by 4.7%.
  • Funding source: At-Risk
  • The recommendation is that the Board of Directors approves the agreement between the District and Boys and Girls Home and Family Services, Inc. for alternative placement programs for the 2022-2023 school year.

Agreement between the Rosecrance Jackson Centers, Inc. and the Sioux City Community School District:  Dr. Kim Buryanek

  • To renew the agreement between the District and Rosecrance Jackson Centers, Inc. to provide alternative school services to District students and to allow the District to provide billing services on behalf of Rosecrance Jackson Centers, Inc.

Memorandum of Understanding between Siouxland Human Investment Partnership and the Sioux City Community School District: Dr. Kim Buryanek

  • The District, Siouxland Human Investment Partnership (SHIP), and Beyond the Bell have worked cooperatively over the years to provide before-school, after-school, and summer programs at elementary and middle schools.
  • The District provides Beyond the Bell classroom space, common space, playground and physical education equipment, technical support, and funding up to $148,000 for certified teachers and scholarships for students.
  • Fund source: At-Risk
  • The recommendation is that the Board of Directors approves the Memorandum of Understanding between Siouxland Human Investment Partnership and the District for Beyond the Bell before-school, after-school, and summer programming for the 2022-2023 school year. Total cost up to $148,000.
  • This item will be on the agenda of the June 27, 2022 Board meeting.

Memorandum of Understanding between Sanford Center and the Sioux City Community School District:  Dr. Kim Buryanek

  • To enter into an agreement with the Sanford Center for outreach workers who will provide mentoring, tutoring and other supports to at-risk students.
  • The Sanford Center will provide five outreach workers for the 2022-23 school year for $30,000.
  • Funding source: At-Risk
  • The recommendation is that the Board of Directors approves the Memorandum of Understanding between Sanford Center and the District for outreach workers for the 2022-23 school year for a cost of $30,000.
  • This item will be on the agenda of the June 27, 2022 Board meeting.

Contract for Transportation Services between the Sioux City Community School District and D&Z Transportation LLC: Tim Paul

  • Transportation services provided by D&Z Transportation LLC will transport District students, some with special needs, which cannot be accommodated with school buses.
  • The rate is $22 for a one-way trip and $40 for a round trip.
  • The rate for students needing wheelchair transportation is $27 for a one-way trip and $54 for a round trip.
  • The cancellation fee is $20.
  • Funding source: General Fund
  • The recommendation is that the Board of Directors approves the contract for transportation services between the District and D&Z Transportation LLC for the 2022-23 school year.

FY23 Chevy Traverse AWD:  Tim Paul

  • To purchase four Chevy Traverses for Operations and Maintenance.
  • Pricing is based on a quote from Knoepfler Chevrolet.
  • The cost per vehicle is $32,944.
  • Funding source: FY23 PPEL Fund
  • The recommendation is that the Board of Directors accepts the bid from Knoepfler Chevrolet for a total of $131,776.
  • This item will be on the agenda of the June 27, 2022 Board meeting.

Construction Trades Building Construction Project:  Tim Paul

  • Sealed bids were received and publicly read for the Construction Trades Building Project.
  • The low bid was received from H&R Construction for $3,813,000.
  • The architect and engineering design fees are $332,790.
  • Total project cost of $4,145,790. Architect’s estimate was $4,000,000.
  • Funding source: ESSER III, Trades Building
  • The recommendation is that the Board of Directors accepts the low bid from H&R Construction for $4,145,790 including A/E design fees.
