Board Finance & Facilities Committee Minutes – March 21, 2022

The Board Finance & Facilities Committee (BF&F) met on Monday, March 21, 2022 in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

TLC Program Budget was moved to the first agenda item.

TLC Program Budget: Angela Bemus and Patty Blankenship

  • The TLC carryover and current year budget was reviewed.
  • June 30, 2021 carryover is $1,677,744.
  • FY22 allocation is $5,171,542.
  • FY22 expenditure budget is $5,760,347.
  • Projected carryover balance at June 30, 2022 is $1,088,939.
  • Currently, there are fifty-three full-time teacher leader positions that are 100% funded by TLC funding.
  • There was discussion about using TLC funding for the teacher leader position and the replacement classroom teacher.
  • If this model is adopted the number of teacher leader position will be reduced.

Service Agreement Between Mosaic Network, Inc. and the Sioux City Community School District: Dr. Dora Jung

  • Mosaic Network, Inc. provides an online social-emotional health survey for middle school and high school students in the district.
  • The results of the CoVitality survey helps to identify students with social-emotional needs and informs the staff on the appropriate level of support to meet student needs.
  • Funding source: GEER II Mental Health Supports
  • The recommendation is that the Board of Directors approves the service agreement between Mosaic Network, Inc. and the district for $27,200.
  • This item will be on the agenda of the March 28, 2022 Board meeting.

Iowa Reading Corps Invoice: Dr. Brian Burnight

  • The Iowa Reading Corps program supports tutors hired by the United Way of Iowa to work with students in kindergarten through third grade in a one-to-one setting.
  • Six tutors are being provided this year.
  • The local United Way of Siouxland will fund $42,500 of the cost and the remaining cost will be funded by Title I.
  • Funding source: United Way of Siouxland $42,500 and Title I $16,900.
  • The recommendation is that the Board of Directors approves the Iowa Reading Corps invoice for $59,400.
  • This item will be on the agenda of the March 28, 2022 Board meeting.

K-5 Elementary Science Curriculum Adoption: Angela Bemus

  • The Elementary Science Committee worked through the curriculum process and have selected National Geographic Curriculum.
  • It aligns with the core ideas, technology, and engineering practices and cross cutting concepts that are the framework of the Next Generation Science Standards (NGSS).
  • Fund source: Instructional Support Levy.
  • The recommendation is that the Board of Directors approves the adoption of National Geographic as the Elementary K-5 Science Curriculum using ISL funds in the amount of $192,091 for FY22 and the amount of $375,188 for FY23 for a total expenditure of $567,279.
  • This item will be on the agenda of the March 28, 2022 Board meeting.

FY23 Budget Adjustment Resolution: Patty Blankenship

  • Iowa Code Section 257.14 provides an adjustment to the regular program budget if the district’s regular program cost for FY23 is less than 101 percent of the FY22 regular program cost.
  • The preliminary aid and levy worksheet for FY23 indicates the district will not be eligible for the 101 percent budget adjustment. It is best practice to submit a resolution to the Department of Management by April 15, 2022.
  • The recommendation is that the Board of Directors adopt a resolution to levy property tax for fiscal year 2022-2023 for the regular program budget adjustment as allowed under section 257.14 of the Iowa Code.

  • The budget to actual report will be completed and included in the Board packet.
