Board Finance & Facilities Committee Minutes – October 18, 2021

The Board Finance & Facilities Committee (BF&F) met on Monday, October 18, 2021 in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

Corwin Publishing: Angela Bemus

  • To request approval to purchase services from Corwin Publishing to present at 2021-2022 cadre.
  • Corwin Publishing is a company that specializes in educational professional development.
  • Teacher leaders and administrators will attend the training.
  • Funding Source: Title II
  • The recommendation is that the Board approves the request to purchase the services of Corwin Publishing in the amount in the amount of $85,499.
  • This item will be included on the agenda of the October 25, 2021 Board meeting.

Varied Practice Reading Materials: Dr. Brian Burnight

  • To gain Board approval to purchase materials for varied practice-reading materials for all elementary core classes.
  • Varied Practice Reading is an instructional method developed by the Iowa Reading Research Center for teaching reading skills.
  • Funding Source: ESSER III (Exhibit 4b, page 4, Interventionist, intervention materials, evidence-based programs
  • The recommendation is that Board of Directors approves the purchase of Varied Practice Reading materials for $59,499 and the payment to teachers for completion of the supporting two hours of training for approximately $19,000.
  • This item will be included on the agenda of the October 25, 2021 Board meeting.

Do the Math Materials: Dr. Brian Burnight

  • To gain Board approval for the purchase of Do the Math materials.
  • The District has utilized Do the Math materials in the past to support summer school and school interventions.
  • The program is linked to our current Into Math adoption.
  • The program provides flexible, classroom-tested instruction for building numerical reasoning and confidence.
  • The materials may support core instruction in numerical reasoning, pullout intervention, or summer school settings.
  • Funding Source: ESSER III (Exhibit 4b, page 4, Interventionist, intervention materials, evidence-based programs
  • The recommendation is that the Board of Directors approves the purchase of Do the Math materials for $340,666.94 and the payment to teachers for completion of the supporting two hours of training for teachers costing approximately $19,000.

Request for Proposal (RFP) for Supplementary Services to Support Students Affected by COVID-19: Dr. Kim Buryanek (presented by Dr. Paul Gausman)

  • To approve the release of the request for proposal (RFP) for Supplementary Services to Support Students Affected by COVID-19.
  • The supplementary services requested include providing or assisting with after-school tutoring, summer school, academic intervention, check in/check out, social academic instructional groups, and home visits.
  • Funding Source: ESSER III (Exhibit 4b, page 4, Interventionist, intervention materials, evidence-based programs, Summer school, After-school tutoring, and Home visits
  • The committee members discussed the RFP and recommended several revisions
  • The recommendation is that the Board approves the release of the request for proposal (RFP) for Supplementary Services to Support Students Affected by COVID-19.
  • This item will be included on the agenda of October 25, 2021 Board meeting.

District Application for the Environmental Protection Agency (EPA) DERA Clean Diesel School Bus Rebate: Tim Paul

  • To apply for the Environmental Protection Agency (EPA) DERA Clean Diesel Bus Rebate for $60,000 to replace three 2006 model buses with three new clean diesel school buses.
  • Fund Source: PPEL Fund (FY23 budget)
  • The recommendation is that the Board of Directors approves the District’s grant application for the Environmental Protection Agency (EPA) DERA Clean Diesel School Bus Rebate in the amount of $60,000, for (3) new clean diesel school buses.
  • This item will be included on the agenda of the October 25, 2021 Board meeting.

FY23 Budget Guiding Principles: Dr. Gausman

  • To provide sample budgetary decision points and guiding principles for the Board of Directors to review, discuss and select as the Administration team develops the FY22 Budget.
  • The recommendation is that the Board of Directors gives the Superintendent of Schools guidance for budget development by creating a list of guiding principles for the FY23 Budget.
  • This item will be included on the agenda of the October 25, 2021 Board meeting.

Finance Reports for September – Revenues and Expenditures: Patty Blankenship

  • The September finance report was briefly discussed.
  • The monthly budget amounts may be updated once the line-item budget is completed.
