The Board Finance & Facilities Committee (BF&F) met on Monday, October 4, 2021 in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.

Request for Allowable Growth and Supplemental Aid for the Negative Special Education Balance: Patty Blankenship / Kim Neal

  • To request Board authorization to request allowable growth and supplemental aid for the negative special education balance in the amount of $1,187,494.51.
  • The special education balance is calculated in the Special Education Supplement LEA.

  • The recommendation is that the Board of Directors authorizes the request for allowable growth and supplemental aid for the negative special education balance of $1,187,494.51.

PowerSchool (eFinance Plus) Upgrade: John Pritchard

  • To request Board approval for the proposed eFinancePlus upgrades.
  • eFinancePlus is the District’s financial accounting system.
  • The District is currently operating on version 5.1. This version will not be supported as of December 31, 2021.
  • The request includes the upgrade, implementation costs for the upgrade, and the required customizations.
  • Funding Source: General Fund
  • The recommendation is that the board of Directors approves the upgrade of eFinancePlus for $44,808.75.
  • This item will be included on the agenda of October 11, 2021 Board meeting.

Hunt Elementary School Custodial Equipment: Tim Paul

  • To recommend purchasing custodial equipment for the new Hunt Elementary School from Hillyard, Inc., total purchase price of $36,569.89.
  • Funding Source: Sales Tax Fund
  • The equipment will be stored in the O&M warehouse and the warranty will begin once the District takes possession of the building.
  • The recommendation is that the Board of Directors accepts the bid from Hillyard Inc. and awards the purchase of Hunt Elementary School Cleaning Equipment in the amount of $36,569.89.
  • This item will be included on the agenda of October 11, 2021 Board meeting.

District Diesel School Bus Purchase: Tim Paul

  • Diesel School Bus Purchase: Tim Paul
  • To mitigate COVID-19 the Administration is proposing to add one bus and a new route.
  • There are currently two routes, one middle school and one elementary school, with nearly 75 students on each route, close to full capacity. The additional route will shift half of the riders to the new bus.
  • Funding Source: ESSER III Funds (Exhibit 4b)
  • The recommendation is that the Board of Directors awards the purchase of one Thomas Bus 77- passenger C2 model diesel powered school bus from Truck Center Companies, Council Bluffs, Iowa, at a cost of $123,853.00.
  • This item will be included on the agenda of October 11, 2021 Board meeting.
