The Board Finance & Facilities Committee (BF&F) met on Monday, September 20, 2021 in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

Call to Order: Dr. Paul Gausman called the meeting to order at 3:00 p.m.
District Supply Chain Issues and Challenges: Rich Luze
- Rich Luze discussed the supply chain issues the food service program is currently experiencing.
- Several vendors have notified the District that they will not be able to honor the pricing in the current contracts.
- Rich will continue to monitor the situation.
Building Fact Fluency Teacher Kits: Angela Bemus
- To request approval to purchase Building Fact Fluency Teacher Kits for classroom teachers in grades 3-5.
- Each elementary school has voluntarily committed to utilizing the kits to support their building math goals.
- Funding source: ESSER III Learning Loss: Exhibit 4b, Interventionists, Intervention Materials, Evidence Based Programs.
- The recommendation is that the Board approves the request for the purchases of Building Fact Fluency Teacher Kits for classroom teachers of grades 3-5, 132 total kits, from ESSER III funds for $67,775.40.

Service Agreements for the FAST for Success Program for Irving and Liberty Elementary Schools: Dr. Burnight
- FAST for Success is a yearlong school improvement program for K-8 schools that supports educators in the collection, interpretation, and use of FAST data to improve reading outcomes for students.
- The program’s goal is for educators to develop a deep understanding of the science of reading, the problem solving model, and instructional decision making using Fast Bridge resources.
- Funding source: ESSER III: Exhibit 4b, Page 4, Learning Opportunities for Interventions and Skills.
- The recommendation is that the Board of Directors approves the agreement with the University of Minnesota to allow Irving and Liberty Elementary Schools to participate in FAST for Success for $10,000.

Subscription License and Service Agreement between the Sioux City Community School District and Illuminate Education: Dr. Buryanek
- Illuminate Education developed an assessment system that allows the District’s current assessments to be entered into Illuminate.
- Teachers can use assessment data to make targeted instructional decisions.
- Funding source: ESSER III: Exhibit 4b, Page 4, Assessment System.
- The recommendation is that the Board of Directors approves the subscription license and service agreement with Illuminate Education for $116,316.50 for 2021-2022 school year.
- Director Greenwell recommended that the contract term and total contract payments be added to the executive summary. It is a three-year contract.
- Director Greenwell also recommended adding an implementation timeline.
- This item will be included on the agenda of the September 27, 2021 Board meeting.
Purchase of Rapid COVID-19 Tests: Dr. Kim Buryanek
- Rapid COVID-19 testing in 20 buildings will be used as a mitigation strategy to reduce the spread of COVID-19 within the buildings.
- The District has been granted approval to administer the tests.
- The rapid tests will be purchased from Abbott. Each rapid test costs $5.00.
- Funding source: ESSER III: Exhibit 4b, Page 1, Rapid COVID Tests.
- The recommendation is that the Board of Directors approves the purchase of rapid COVID-19 tests in the amount not to exceed $40,000 for 2021- 2022 school year.
- This item will be included on the agenda of the September 27, 2021 Board meeting.
FY22 Contract for School Dude Asset Essential: Tim Paul
- The O&M Department depends on maintenance software to communicate work orders and preventative maintenance needs to staff.
- The current version has been in place for 17 years and is not able to keep up with today’s needs in budgeting, project management and work orders.
- The Asset Essentials software will allow better mobile communication with staff and allow each work order to be budgeted and tracked.
- The cost of the new software for the remainder of the budget year is $17,112.60.
- The District will get a full refund of $11,501.90 for the current version. The net increase is $5,610.70.
- FY23 will have a cost of $20,919.99 with an estimated 2.5% increase for the following years.
- Funding source: General Fund.
- The recommendation is that the Board of Directors approves the agreement with School Dude Asset Essentials software in the amount of $5,610.70.
