Board Finance & Facilities Committee Minutes – October 3, 2022

The Board Finance & Facilities Committee (BF&F) met on Monday, October 3, 2022 in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

  • FY22 Vibe Academy Moving Cost and Wall Partitions
  • Request for Allowable Growth and Supplemental Aid for the Negative Special Education Balance
  • Board Authorization to Request Modified Supplemental Amount for the Excess Costs of Limited English Proficient Programs

Call to Order: Dr. Rod Earleywine called the meeting to order at 3:00 p.m

Title I Update: Dr. Brian Burnight

  • To inform the Board of the Title I allocation and budgeted expenditures for FY23.
  • The 2019 and 2020 federal census data shows a decrease in the federal poverty level in Sioux City, resulting in lower Title I allocations for two consecutive years.
  • The FY23 Title I allocation decreased by $699,161.
  • Funding source: Title I and ESSER III
  • The recommendation is that the Board of Directors approves using ESSER III funds to maintain intervention services not to exceed $320,000 in FY23 and $900,000 in FY24.
  • This item will be on the agenda of the October 10, 2022 Board meeting.

FY22 Vibe Academy Moving Cost and Wall Partitions: Tim Paul

  • VIBE Academy desks and furniture need moved from the current location to the newly constructed space in the Career Academy.
  • Wall partitions need installed to allow power and data to the workspaces.
  • The bid from Office Elements is $40,338.
  • Funding source: ESSER III
  • The recommendation is that the Board of Directors approves the quote from Office Elements for $40,338 to move the office furniture and purchase the wall partitions.
  • This item will be on the agenda of the October 10, 2022 Board meeting.

Facility and Property Update: Tim Paul

  • Tim discussed the Crescent Park building that is vacant.
  • Tim’s recommendation is to sell the building.
  • The committee agreed.
  • Tim will start the process.

Request for Allowable Growth and Supplemental Aid for the Negative Special Education Balance: Patty Blankenship / Kim Neal

  • The District may request allowable growth and supplemental aid for a negative special education balance.
  • The special education balance is calculated in the Special Education Supplement LEA.

Board Authorization to Request Modified Supplemental Amount for Excess Costs of Limited English Proficient Programs: Patty Blankenship

  • This item is not applicable for FY22.
  • No further action needed.
