Board Finance & Facilities Committee Minutes – July 11, 2022

The Board Finance & Facilities Committee (BF&F) met on Monday, July 11, 2022, in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

  • Acceptance of Student Participant Accident and Catastrophic Coverage

Call to Order: Dr. Rod Earleywine called the meeting to order at 3:00 p.m.

Teacher Registered Apprenticeship Grant Award: Dr. Jen Gomez

  • The grant will provide the opportunity for instructional assistants to earn an education degree through Morningside University while they gain classroom experience as instructional assistants.
  • Funding source: Teacher Paraeducator Registered Apprenticeship Grant for $1,225,844.
  • The recommendation is that the Board of Directors approves the Teacher Registered Apprenticeship Grant Award.
  • This item will be on the agenda of July 18, 2022 Board meeting.

Contracts for Cisco, Instructure, and Veeam: John Pritchard

  • To establish leases between the District and several Preschool Initiative community partners.
  • The following community partners operate programs in District classrooms:
    • Community Action Agency, one classroom in Unity Elementary School, $620 per month and one classroom in Loess Hills Elementary School, $620 per month.
    • Crittenton Center, one classroom in Liberty Elementary School, $430 per month.
    • BB’s Preschool, one classroom in Leeds Elementary School, $650 per month.
  • The rent is for the non-preschool portion of the day.
  • The recommendation is that the Board of Directors approves the preschool rental agreements with each community agency listed above.
  • This item will be on the agenda of the June 27, 2022 Board meeting.

Iowa Testing Program: Angela Bemus

  • The Iowa Department of Education requires that the Iowa Statewide Assessment of Student Progress be administered to all students in grades 3-11 in the areas of English language arts and math. Science is required to be administered to all students in grades 5, 8, and 10.
  • Funding source: General Fund
  • The recommendation is that the Board of Directors approves the purchase of Iowa Statewide Assessments for Student Progress for grades 3-11 for $74,119.25.
  • This item will be on the agenda of the July 18, 2022 Board meeting.

ESSER II and III Budget to Actual and Budget Revisions: Dr. Rod Earleywine, Angela Bemus, Patty Blankenship

  • To review ESSER II and ESSER III budget to actual expenditures/encumbrances and request Board acknowledgment for the proposed budget revisions.
  • The committee discussed the expenditures to date and the proposed budget revisions and agreed to move this item to the next Finance Committee meeting.

Agreement Sioux City Night Patrol: Tim Paul  

  • Sioux City Night Patrol officers will perform the following duties as part of their routine activities:
    • Respond to alarms as designated by the Director of Operations and Maintenance.
    • Delivery of intra-office correspondence (mail bags).
    • Provide officers for building security or patrol functions when requested.
    • Report thefts, vandalism, and suspicious activities.
    • Record keeping and occurrence reporting.
  • Compensation summary, $40 per call, $134.50 per delivery day for mail bags, $35 per man hour, and holiday rate of $52.50.
  • Funding source: General Fund
  • The recommendation is that the Board of Directors approves the agreement with Sioux City Night Patrol for security services and mail delivery services for the 2022-2023 school year.

Contract for Transportation Services between the Sioux City Community School District and Siouxland Regional Transit System:  Tim Paul

  • Siouxland Regional Transit System transports special needs students when the transportation department cannot meet the student’s needs.
  • The cost for the 2022-2023 school year is $17 for a one-way trip and $34 for a round trip.
  • Funding source: General Fund
  • The recommendation is that the Board of Directors approves the contract for transportation services between the District and Siouxland Regional Transit System (SRTS) for the 2022-2023 school year.
  • This item will be on the agenda of the July 18, 2022 Board meeting.

Acceptance of Student Participant Accident and Catastrophic Coverage:  Patty Blankenship

  • The administration is proposing to renew the Students Participant Accident and Catastrophic Coverage insurance policy with Gallagher Student Health & Special Risk.
  • The carrier is Guarantee Trust Life Insurance Company.
  • The policy provides the following coverage:
    • Career Academy, ROTC & Intern Job Shadowing Accident Medical Insurance, $25,000 per injury maximum, 2022-2023 annual premium $4,475.
    • Catastrophic Accident Medical Insurance (for student athletes, student mangers, cheerleaders, band members participating in district sponsored and supervised athletic activities), $5,000,000 per injury maximum, 2022-2023 annual premium $4,239.50.
    • Total annual premium: $8,714.50.
  • Funding source: Management Fund
  • The recommendation is that the Board of Directors approves the proposal from Gallagher Student Health & Special Risk for Student Participant Accident and Catastrophic Coverage for $8,714.50.

Finance Report for March – Revenues and Expenditures: Patty Blankenship

  • The preliminary finance reports for June were briefly reviewed.
  • This item will be on the agenda of the July 18, 2022 Board meeting.
  • President Greenwell requested the Administration to provide an update on vacant teaching positions.

The next meeting of the Board Finance & Facilities Committee will be Monday, August 1, 2022, at 3:00 p.m. in the ESC Board Room.
