Board Policy Committee Minutes – December 16, 2019

The Board Policy Committee (BPC) met on December 16, 2019, at 4:00 p.m.

BP 204.15 – Community Participation / Public Comment Procedures: Jeremy Saint

Conclusion: In light of recent discussions at the Board table, President Saint asked Attorney Maureen Heffernan to provide guidance regarding the Board’s ability to question or engage with individuals who participate in the Citizen Input section of the Board meetings. Ms. Heffernan spoke to some of the specifics mentioned in her memo and recommended that the Board President do one of three things when responding to a speaker during Citizen Input; 1) Refer the individual to the Superintendent and his/her team, 2) Request written submission of the concern to the Board, or 3) Note that if the Board determines further discussion is appropriate, the item may be placed on a future Board meeting agenda for discussion. Ms. Heffernan cautioned that apart from such directives, further discussion from the Board could constitute deliberation on a matter that has not been included in the meeting agenda in violation of the open meetings law. The Committee asked Ms. Heffernan to incorporate the recommendations into BP 204.15 and return same to Mr. Saint for review. BP 204.15 was approved as edited and will be brought forward to the full Board for first reading on Monday, January 13, 2020.

AR 204.15 – Community Participation / Public Comment Procedures: Jeremy Saint

Conclusion: There were no suggested revisions made to AR 204.15. However, Attorney Maureen
Heffernan offered a single revision to reflect that public participation at the Board meeting is a
privilege that has been granted by the Board rather than a right based on state or federal law. AR
204.15 will be included in the January 10, 2020 Informational Update. Once the policy has been
approved by the Board, AR 204.15 will be updated on the District website.

BP 204.12 – Board Meeting Agendas: Jeremy Saint

Conclusion: Due to revisions made to BP 204.15, Mr. Saint suggested moving Citizen Input to directly follow Good News Report(s) on all Board agendas. BP 204.12 was approved as edited and will be shared with Attorney Maureen Heffernan for any further revisions to Legal References before being brought forward to the full Board for first reading on Monday, January 13, 2020.

BP 503.12 – Student Field Trips: Jim Vanderloo

Conclusion: BP 503.12 was reviewed and edited by Jim Vanderloo and Attorney Maureen Heffernan. Revisions to BP 503.12 were approved as presented and will be brought forward to the full Board for first reading on Monday, January 13, 2020.

AR 503.12 were approved as presented and will be included in the January 10, 2020 Informational
Update. Once the policy has been approved by the Board, AR 503.12 will be updated on the District
website.

BP 605.3 – Student Promotion – Retention – Acceleration: Jim Vanderloo

Conclusion: BP 605.3 was reviewed and edited by Jim Vanderloo and Attorney Maureen Heffernan.
Revisions to BP 605.3 were approved as presented and will be brought forward to the full Board for
first reading until Monday, January 13, 2020.

BP 681.10 – Grading: Dr. Kim Buryanek and Jim Vanderloo

Conclusion: BP 681.10 was reviewed by Dr. Buryanek, Jim Vanderloo and Attorney Maureen
Heffernan. BP 681.10 was approved as edited by the Committee, however, due to recent revisions to BP 605.3, additional revisions were made to BP 681.10. The Committee removed item I. C. from
page two of the policy. Revisions to BP 681.10 were approved as edited and will be brought forward
to the full Board for first reading until Monday, January 13, 2020.

Conclusion: AR 681.10 was originally reviewed and edited by Dr. Buryanek, Jim Vanderloo and
Attorney Maureen Heffernan. Revisions to AR 681.10 were approved as presented and will be
included in the January 10, 2020 Informational Update. Once the policy has been approved by the
Board, AR 681.10 will be updated on the District website.

BP 601.10 – Evaluation of Educational Program: Dr. Kim Buryanek and Heidi Anthony

Conclusion: BP 601.10 was reviewed and edited by Dr. Kim Buryanek, Heidi Anthony and Attorney
Maureen Heffernan. Revisions to BP 601.10 were approved as presented and will be brought forward to the full Board for first reading on Monday, January 13, 2020.

BP 405.3 – Access to Buildings: Dr. Rita Vannatta and Brian Fahrendholz

Conclusion: BP 405.3 was reviewed and edited by Dr. Rita Vannatta, Brian Fahrendholz, and Attorney Maureen Heffernan. Revisions to BP 405.3 were approved as presented and will be brought forward to the full Board for first reading on Monday, January 13, 2020.

Conclusion: BP 451.54 was reviewed and edited by Dr. Rita Vannatta and Attorney Maureen
Heffernan. Revisions to BP 451.54 were approved as presented and will be brought forward to the full Board for first reading on Monday, January 13, 2020.

The Committee discussed future meetings of the Policy Committee. Cyndi Lloyd will work with
Committee members to find a date/time that works for all members.

The next Board Policy Committee meeting is TBD.
