Board Policy Committee Minutes – January 21, 2020

The Board Policy Committee (BPC) met on January 21, 2020, at 4:30 p.m.

Committee Members Present: Dr. Paul Gausman, Perla Alarcon-Flory (via phone), Jeremy Saint and
Cyndi Lloyd

Committee Members Absent: Dr. Juli Albert

Guests: Brian Fahrendholz, Kim Neal, Dr. Rita Vannatta, Mandie Mayo and Attorney
Maureen Heffernan

BP 204.15 – Community Participation / Public Comment Procedures: Jeremy Saint

Conclusion: BP 204.15 was brought back to the BPC for further review as a result of the January 13, 2020 Board meeting. Director Dan Greenwell requested that the following sentence be added to policy: “It is the prerogative of Board members to ask speakers questions during the presentation or make comments as frequently as necessary to clarify the speaker’s input”. After Committee discussion with Attorney Maureen Heffernan, the Committee agreed to add the following sentence to policy: “It is the prerogative of Board members to ask speakers questions as necessary to clarify the speaker’s input.” Revisions to BP 204.15 were approved as rewritten and will be brought forward to the full Board for first reading on Monday, January 27, 2020. No further revisions were made to AR 204.15.

BP 901.4 – Selection of an Architect: Brian Fahrendholz

Conclusion: BP 901.4 was reviewed and edited by Brian Fahrendholz, Troy Thomas, and Attorney
Maureen Heffernan. Revisions to BP 901.4 were approved as presented and will be brought forward to the full Board for first reading on Monday, January 27, 2020.

BP 903.1 – Lease, Sale, or Disposal of School Buildings and Sites: Brian Fahrendholz

Conclusion: BP 903.1 was reviewed and edited by Brian Fahrendholz, Troy Thomas and Attorney
Maureen Heffernan. Revisions to BP 903.1 were approved as presented and will be brought forward
to the full Board for first reading on Monday, January 27, 2020.

BP 504.2 – Communicable Diseases: Kim Neal

Conclusion: BP 504.2 was reviewed and edited by Kim Neal and Attorney Maureen Heffernan.
Revisions to BP 504.2 were approved as presented and will be brought forward to the full Board for
first reading on Monday, January 27, 2020.

BP 504.7 – Emergency School Closings: Dr. Rita Vannatta and Mandie Mayo

Conclusion: BP 504.7 was reviewed and edited by Dr. Rita Vannatta, Mandie Mayo, and Attorney
Maureen Heffernan. Revisions to BP 504.7 were approved as presented and will be brought forward to the full Board for first reading on Monday, January 27, 2020.

BP 200.3 – Board of Directors’ Conflict of Interest: Dr. Paul Gausman and Jeremy Saint

Conclusion: BP 200.3 was reviewed and edited by Dr. Paul Gausman and Attorney Maureen
Heffernan. The Committee held discussions to make certain this policy reflected the Board’s
thoughts. Revisions to BP 200.3 were approved as presented and will be brought forward to the full
Board for first reading on Monday, January 27, 2020.

BP 202.2 – Adoption of Policy: Dr. Paul Gausman and Jeremy Saint

Conclusion: BP 202.2 was reviewed and edited by Dr. Paul Gausman and Attorney Maureen
Heffernan. The Committee held discussions to make certain this policy reflected the Board’s
thoughts. Revisions to BP 202.2 were approved as presented and will be brought forward to the full
Board for first reading on Monday, January 27, 2020.

The next Board Policy Committee meeting will be held February 18, 2020.
