Board Policy Committee Minutes – March 24, 2020

The Board Policy Committee (BPC) met on March 24, 2020, at 4:30 p.m.

Committee Members Present:Dr. Paul Gausman, Perla Alarcon-Flory (4:43 p.m.), Dr. Juli Albert (via
phone), Jeremy Saint and Cyndi Lloyd

Committee Members Absent: None

BP 604.4 – Career Education: Jim Vanderloo

Conclusion: BP 604.4 was reviewed and edited by Jim Vanderloo and Attorney Maureen Heffernan.
Revisions to BP 604.4 were approved as presented and will be brought forward to the full Board for
first reading on Tuesday, April 14, 2020.

BP 684.08 – Transfer of Course Work: Jim Vanderloo

Conclusion: BP 684.08 was reviewed and edited by Jim Vanderloo and Attorney Maureen Heffernan. Revisions to BP 684.08 were approved as presented and will be brought forward to the full Board for first reading on Tuesday, April 14, 2020.

BP 1004.7 – Gratuities to Personnel: Jim Vanderloo

Conclusion: BP 1004.7 was reviewed and edited by Jim Vanderloo and Attorney Maureen Heffernan. Revisions to BP 1004.7, including retitling to Gratuities to District Employees, were approved as presented and will be brought forward to the full Board for first reading on Tuesday, April 14, 2020.

AR 439.09 – Drug and Alcohol Testing Procedures: Rita Vannatta

Conclusion: AR 439.09 was reviewed and edited by Rita Vannatta and Attorney Maureen Heffernan to incorporate the Clearinghouse review and reporting regulations that went into effect in January of this year. Revisions to AR 439.09 were approved as presented and will be emailed to the full Board in lieu of the weekly Informational Update and updated on the District’s website.

BP 503.5 – Title I Parent and Family Engagement: Jim Vanderloo

Conclusion: BP 503.5 was reviewed and edited by Dr. Brian Burnight and Attorney Maureen
Heffernan. President Saint requested that due to all the new language that it would be best to remove the old language before bringing it forward to the full Board. Revisions to BP 503.5 were approved as presented and will be brought forward to the full Board for the first reading on Tuesday, April 14, 2020.

BP 801 – Budget Planning / Process: Patty Blankenship

Conclusion: BP 801 was reviewed and edited by Patty Blankenship and Attorney Maureen Heffernan. President Saint asked for some additional time to review this policy in greater detail. He will bring back any additional proposed revisions to the April 21, 2020 Policy Committee meeting.

Conclusion: BP 802 was reviewed and edited by Patty Blankenship and Attorney Maureen Heffernan. Revisions to BP 802 were approved as presented and will be brought forward to the full Board for first reading on Tuesday, April 14, 2020.

Heffernan. Revisions to BP 802.1 were approved as presented and will be brought forward to the full Board for first reading on Tuesday, April 14, 2020.

BP 803.7 – Payroll Periods: Patty Blankenship

Conclusion: BP 803.7 was reviewed and edited by Patty Blankenship and Attorney Maureen
Heffernan. Revisions to BP 803.7 were approved as presented and will be brought forward to the full Board for first reading on Tuesday, April 14, 2020.

BP 803.8 – Payroll Deductions: Patty Blankenship

Conclusion: BP 803.8 was reviewed and edited by Patty Blankenship and Attorney Maureen
Heffernan. Revisions to BP 803.8 were approved as presented and will be brought forward to the full Board for first reading on Tuesday, April 14, 2020.

Board Agenda Process and Policy: Jeremy Saint

Conclusion: The Policy Committee discussed the agenda planning process as well as the process
Board members should follow when submitting documents to the full Board for Board meetings.
Attorney Maureen Heffernan provided guidance to the Policy Committee and referred to the IASB
Board Meeting Agenda policy 210.8 and the Des Moines Public Schools Governance Process (GP)
policies GP1.4 Agenda Planning and G1.7 Directors’ Individual Responsibilities. President Saint
asked, with Policy Committee consensus, that Ms. Heffernan craft a sample policy for the Policy
Committee to discuss at their next Policy Committee meeting.

Board Hearing Panel Update: Attorney Maureen Heffernan

Conclusion: Attorney Maureen Heffernan provided an update to the Policy Committee in their
capacity as the Board Hearing Panel.

The next Board Policy Committee meeting will be held April 21, 2020.
