Board Policy Committee Minutes – August 18, 2020

The Board Policy Committee (BPC) met on Tuesday, August 18, 2020, at 4:00 p.m.

Committee Members Present: Dr. Paul Gausman, Dr. Juli Albert, Jeremy Saint, and Cyndi Lloyd

Committee Members Absent: Perla Alarcon-Flory

Guests: Dr. Brian Burnight, Jim Vanderloo, Dr. Rita Vannatta, John Pritchard, Dr. Kim Buryanek and Attorney Maureen Heffernan

BP 501.11 – Student Absences – Excused: Jim Vanderloo and Dr. Brian Burnight

Conclusion: IASB made suggested revisions to BP 501.11 as a result of the COVID-19 Pandemic, Return-to-Learn Plans, and issues created by remote learning. BP 501.11 was reviewed and edited by Jim Vanderloo, Dr. Brian Burnight, and Attorney Maureen Heffernan. Revisions to BP 501.11 were approved as presented and will be brought forward to the full Board for first reading on Monday, August 24, 2020.

BP 601.2 – School Day / Instructional Hours: Dr. Rita Vannatta, Jim Vanderloo, and Dr. Brian Burnight NEW

Conclusion: IASB recommends adoption of BP 601.2 with provisions related to the COVID-19 Pandemic, Return-to-Learn Plans, and issues created by remote learning. BP 601.2 was reviewed and edited by Dr. Rita Vannatta, Jim Vanderloo, Dr. Brian Burnight and Attorney Maureen Heffernan. The Policy Committee made some additional revisions. BP 601.2 will be recommended for adoption and brought forward to the full Board for first reading on Monday, August 24, 2020.

BP 604.11 – Appropriate Use of Online Learning Platforms (NEW): John Pritchard

Conclusion: IASB recommends the adoption of BP 604.11 as a result of the COVID-19 Pandemic, Return-to-Learn Plans, and the issues created by remote learning. BP 604.11 was reviewed and edited by John Pritchard and Attorney Maureen Heffernan. BP 604.11 will be recommended for adoption and brought forward to the full Board for first reading on Monday, August 24, 2020.

BP 907 – District Operation During Public Emergencies (NEW): Dr. Kim Buryanek

Conclusion: IASB provided template policy 907as a result of the COVID-19 Pandemic. BP 907 was reviewed and edited by Dr. Kim Buryanek and Attorney Maureen Heffernan. The BPC made additional changes and Ms. Heffernan was asked to incorporate language from RESOLUTION: Pandemic Response and Emergency Suspension of Policy into BP 907. BP 907 will be recommended for adoption and brought forward to the full Board for first reading on Monday, August 24, 2020.

AR 907 – District Operations During A Public Health Emergency Regulation (NEW): Dr. Kim Buryanek

Conclusion: IASB recommends the adoption of AR 907 to accompany Policy 907 as a result of the COVID-19 Pandemic. AR 907 was reviewed and edited by Dr. Kim Buryanek and Attorney Maureen Heffernan. AR 907 will be recommended for adoption and brought forward to the full Board for acknowledgment on Monday, August 24, 2020.

RESOLUTION: Pandemic Response and Emergency Suspension of Policy: Jeremy Saint

Conclusion: At the request of Director Greenwell, the Policy Committee discussed the Pandemic Resolution for potential revisions. Mr. Saint and Attorney Maureen Heffernan concurred that BP 907 would be intended to replace this resolution moving forward. No further edits were suggested to the Resolution.

BP 800.1 – Expenditures for a Public Purpose (NEW): Jeremy Saint

Conclusion: BP 800.1 was edited by Attorney Maureen Heffernan and reviewed by the Policy Committee to address comments from the Board at the first reading. BP 800.1 was approved as edited and will be brought forward to the full Board for the second and final reading on Monday, August 24, 2020.

AR 800.1 – Expenditures for a Public Purpose (NEW): Jeremy Saint

Conclusion: The Policy Committee reviewed AR 800.1 and made no suggested revisions. AR 800.1 was approved as written and will be brought forward to the full Board for acknowledgement on Monday, August 24, 2020.

BP 803.1 – Internal Controls (NEW): Jeremy Saint

Conclusion: At the request of Director Greenwell, the Policy Committee reviewed BP 803.1 and made no suggested revisions. BP 803.1 was approved as written and will be brought forward to the full Board for the second and final reading on Monday, August 24, 2020.

AR 803.1 – Internal Controls Procedures (NEW): Jeremy Saint

Conclusion: The Policy Committee reviewed AR 803.1 and made no suggested revisions. AR 803.1 was approved as written and will be brought forward to the full Board for acknowledgement on Monday, August 24, 2020.

BP 805 – Gifts to the District: Maureen Heffernan

Conclusion: Attorney Maureen Heffernan suggested making a minor edit to BP 805 due to recent legislative changes. The Policy Committee approved the revision and BP 805 will be brought forward to the full Board for first reading on Monday, August 24, 2020.

The next Board Policy Committee meeting will be held September 22, 2020.
