Board Policy Committee Minutes – March 17, 2021

The Board Policy Committee (BPC) met on Tuesday, March 17, 2021, at 3:30 p.m.

Committee Members Absent: None

BP 207 – Board of Directors’ Legal Counsel: Patty Blankenship

Conclusion: BP 207 was reviewed and edited by Patty Blankenship and Attorney Maureen Heffernan. Revisions to BP 207 were approved as presented and will be brought forward to the full Board for first reading on Monday, March 22, 2021.

BP 502.8 – Reasonable Force / Physical Restraint: Kim Neal

Conclusion: BP 502.8 was reviewed and edited by Kim Neal and Attorney Maureen Heffernan.
Revisions to BP 502.8 were approved as presented and will be brought forward to the full Board for
first reading on Monday, March 22, 2021.

NOTE: Due to new legislation and time constraints, AR 502.8 was revised and approved on January 19, 2021.

BP 604.2 – Private Instruction: Kim Neal

Conclusion: BP 604.2 was reviewed and edited by Kim Neal and Attorney Maureen Heffernan.
Revisions to BP 604.2 were approved as presented and will be brought forward to the full Board for
first reading on Monday, March 22, 2021.

BP 604.3 – Dual Enrollment: Kim Neal

Conclusion: BP 604.3 was reviewed and edited by Kim Neal and Attorney Maureen Heffernan.
Revisions to BP 604.3 were approved as presented and will be brought forward to the full Board for
first reading on Monday, March 22, 2021.

BP 100.02 – Definition of the Well-Educated Student: Dr. Kim Buryanek

Conclusion: BP 100.02 was reviewed and edited by Dr. Kim Buryanek and Attorney Maureen
Heffernan. Policy Committee members asked that a second bullet be added under A. What
Graduates Will Know: All Graduates will exhibit cultural competence. Revisions to BP 100.02
were approved as edited and will be brought forward to the full Board for first reading on Monday,
March 22, 2021.

AR 100.02 – Well-Educated Student Interpretation: Dr. Kim Buryanek

Conclusion: AR 100.02 was reviewed and edited by Dr. Kim Buryanek and Attorney Maureen
Heffernan. AR 100.02 will be included in the March 19 Informational Update and updated on the
District website once the policy has been approved by the Board.

BP 432 – Early Retirement Benefits: Dr. Rita Vannatta

Conclusion: BP 432 was reviewed and edited by Dr. Rita Vannatta and Attorney Maureen Heffernan. Revisions to BP 432 were approved as presented and will be brought forward to the full Board for first reading on Monday, March 22, 2021.

NOTE: Revisions to Notice For Early Retirement and Application for Early Retirement Benefits will be updated on the District website once the policy has been approved by the Board.

Employee Handbook: Dr. Rita Vannatta

Conclusion: Dr. Vannatta shared proposed revisions to the Employee Handbook. Revisions were
made to:

  • Food Service / Insurance / Administration of Insurance Programs
  • Food Service / Food Safety / Personal Hygiene
  • Food Service / Safety
  • Food Service / Leave of Absences / Absence Procedure
  • Food Service / Emergency Leave
  • All Staff / Employee Standards of Conduct / Appropriate Attire
  • All Staff / Compensation & Benefits / Health Savings Account
  • All Staff / Compensation & Benefits / Vacation Payout after Separation

Conclusion: Proposed revisions to the Employee Handbook were approved as presented and will be brought forward to the full Board for first reading on Monday, March 22, 2021.

BP 100.01 – Education Philosophy: Dr. Paul Gausman

Conclusion: BP 100.01 was reviewed and edited by Dr. Paul Gausman and Attorney Maureen Heffernan. Revisions to BP 100.01 were approved as presented and will be brought forward to th full Board for first reading on Monday, March 22, 2021.

BP 971.1 and AR 971.1 – Naming School Facilities: Board Policy Committee

Conclusion: Mandie Mayo explained the process the District has gone through in trying to select a
name for our new Virtual School. The top three names voted upon by the School Improvement
Advisory Committee (SIAC) was shared with the Student Achievement Committee (SAC). The SAC asked Ms. Mayo to share this information with the Board Policy Committee (BPC) since two of the
three names did not comply with current Board policy. After much discussion, the Committee
decided not to change the current policy and recommended the SIAC reconvene to consider additional naming options.

BP 103 and AR’s 103(a), 103(b) and 103(c) – Discrimination and Harassment…: Board Policy Committee

Conclusion: The Policy Committee engaged in the discussion of BP 103 with respect to discrimination
and equity. After much discussion, Ms. Alarcon-Flory asked Cyndi Lloyd to work with Board
members to schedule a work session to allow input from all Board members before making any
revisions to the policy.

Enrollment Information: Dr. Kim Buryanek

Conclusion: Dr. Buryanek shared information regarding the District’s enrollment data. Her presentation will also be shared with the Student Achievement Committee.

The next Board Policy Committee meeting will be held April 21, 2021.
