Board Policy Committee Minutes – August 17, 2021

The Board Policy Committee (BPC) met on Tuesday, August 17, 2021, at 3:30 p.m.

Committee Members Present: Dr. Paul Gausman, Perla Alarcon-Flory (via TEAMS), Jeremy Saint, and Cyndi Lloyd

Committee Members Absent: Taylor Goodvin

Guests: Dr. Jen Gomez, Dr. Dora Jung, Jim Vanderloo, and Attorney Maureen Heffernan

BP 400.2 – Employee Expression: Dr. Jen Gomez

Conclusion: BP 400.2 is a new mandatory policy proposed by IASB due to changes in law, created by Attorney Maureen Heffernan, and reviewed by Dr. Gomez. The Policy Committee removed one paragraph that will be included in the Student Expression policy revisions coming out in September. BP 400.2 was approved as edited and will be brought forward to the full Board for first reading on Monday, August 23, 2021.

BP 604.8 – Instruction at a Post-Secondary Educational Institution: Dr. Kim Buryanek

Conclusion: BP 604.8 is a new policy proposed by IASB, created by Attorney Maureen Heffernan, and reviewed and approved by Jim Vanderloo. BP 604.8 was approved as presented and will be brought forward to the full Board for first reading on Monday, August 9, 2021.

BP 684.06 – Full-Time High School Student & Schedule Changes: Jim Vanderloo

Conclusion: BP 684.06 was reviewed and edited by Jim Vanderloo and Attorney Maureen Heffernan. BP 684.06 was approved as presented and will be brought forward to the full Board for first reading on Monday, August 23, 2021.

BP 710 – Emergency Operations Plans: Dr. Paul Gausman

Conclusion: BP 710 was reviewed by Leslie Heying and Attorney Maureen Heffernan and presented with no suggested revisions. Ms. Heffernan informed the Policy Committee that the District’s Emergency Operations Plan (District Crisis Guide) must be reviewed and approved by the full Board on an annual basis, in closed session due to the confidential nature of the Plan. BP 710 was approved as written and will be brought forward to the full Board for first reading on Monday, August 23, 2021. The Board will meet in closed session on August 23, 2021, to review the District Crisis Guide.

BP 1003.1 – Citizen Requests for Information: Dr. Pual Gausman

Conclusion: BP 1003.1 was reviewed and edited by Leslie Heying and Attorney Maureen Heffernan. The Policy Committee made one edit to language in the fifth paragraph. Revisions to BP 1003.1 were approved as edited and will be brought forward to the full Board for first reading on Monday, August 23, 2021.

BP 204.8 – Agenda Planning: Dr. Paul Gausman

Conclusion: Due to new legislation/law, BP 204.8 was edited by Attorney Maureen Heffernan and reviewed by Dr. Gausman. Revisions to BP 204.8 were approved as presented and will be brought forward to the full Board for first reading on Monday, August 23, 2021.

BP 204.15 – Community Participation / Public Comment Procedures: Dr. Pual Gausman

Conclusion: Due to new legislation/ law, BP 204.15 was edited by Attorney Maureen Heffernan and reviewed by Dr. Gausman. Revisions to BP 204.15 were approved as presented and will be brought forward to the full Board for first reading on Monday, August 23, 2021.

AR 204.15 – Community Participation / Public Comment Procedures: Dr. Paul Gausman

Conclusion: AR 204.15 was reviewed by Attorney Maureen Heffernan with no suggested revisions. AR 204.15 was acknowledged by the Policy Committee and will be included in the August 20, 2021 Informational Update and updated on the District website once the policy has been approved by the Board.

BP 301 – Superintendent of Schools: Policy Committee and Attorney Maureen Heffernan

Conclusion: Attorney Maureen Heffernan discussed BP 301 with the Policy Committee for input on any proposed revisions. Ms. Heffernan will edit BP 301 as discussed and bring the policy back before the Policy Committee on September 21, 2021.

The next Board Policy Committee meeting will be held on September 21, 2021.
