Board Policy Committee Minutes – January 18, 2022

The Board Policy Committee (BPC) met on Tuesday, January 18, 2022, at 3:30 p.m.

Committee Members Present: Dr. Paul Gausman, Dr. Juli Albert, Taylor Goodvin, Bob Michaelson, and Seaniece Heilman

Committee Members Absent: None

Guests: Dr. Jen Gomez, Patty Blankenship, John Pritchard, Leslie Heying, Jim Vanderloo, Dr. Kim Buryanek, and Attorney Maureen Heffernan

Appeal District Transfer Review: Dr. Gausman and Jim Vanderloo

Conclusion: The Board Policy Committee was presented an appeal of a denied transfer request by Dr. Paul Gausman and Jim Vanderloo. The Board Policy Committee reviewed the appeal and all supporting documents. BP 501.8 and AR501.8 were reviewed as the basis of the original denial to the request. After consideration, the Board Policy Committee denied the appeal to the transfer request.

BP 402.4 Compensation & Salary Schedules: Dr. Jen Gomez

Conclusion: BP 402.4 was reviewed by Dr. Jen Gomez and Attorney Maureen Heffernan and was recommended for deletion. The recommendation for deletion was approved as presented and will be brought forward to the full Board on Monday, January 24, 2022.

BP 403.2 Resignation of Certified Personnel: Dr. Jen Gomez

Conclusion: BP 403.2 was reviewed by Dr. Jen Gomez and Attorney Maureen Heffernan. Revisions to BP 403.2 were approved as presented and will be brought forward to the full Board for first reading on Monday, January 24, 2022.

BP 803.3 Electronic Records and Signatures NEW: Dr. Jen Gomez and Patty Blankenship

Conclusion: New BP 803.3 was reviewed by Dr. Jen Gomez, Patty Blankenship, and Attorney Maureen Heffernan. The new BP 803.3 was approved as presented and will be brought forward to the full Board for first reading on January 24, 2022.

Conclusion: BP 803.2 was reviewed by Patty Blankenship and Attorney Maureen Heffernan. Revisions to BP 803.2 were approved as presented and will be brought forward to the full Board for first reading on January 24, 2022.

Conclusion: BP 481.12 was reviewed by John Pritchard and Attorney Maureen Heffernan with no proposed revisions to the BP. BP 481.12 is up for 5-year review and was approved as written and will be brought forward to the full Board for first reading on Monday, January 24, 2022.

BP 603.9 – Technology & Instructional Materials: John Pritchard

Conclusion: BP 603.9 was reviewed by John Pritchard and Attorney Maureen Heffernan with no proposed revisions to the BP. BP 603.9 is up for 5-year review and was approved as written and will be brought forward to the full Board for first reading on Monday, January 24, 2022.

BP 709.4 – Inclement Weather / Unsafe or Hazardous Road Conditions: Leslie Heying

Conclusion: BP 709.4 was reviewed by Leslie Heying and Attorney Maureen Heffernan. Revisions to BP 709.4 were approved as presented and will be brought forward to the full Board for first reading on January 24, 2022.

HR Recruitment Marketing Plan: Leslie Heying

Leslie Heying presented the HR Recruitment Marketing Plan to the Board Policy Committee.

BP 440 and AR 440 – COVID-19 Vaccination Requirement or Testing & Masking Alternative: Dr. Gomez and Dr. Buryanek

Drafts of BP 440 and AR440 were reviewed by Dr. Jen Gomez, Kim Buryanek, and Attorney Maureen Heffernan and discussed by the Board Policy Committee but not moved forward for Board review at this time.

AR 907 – Distric Operations During Public Emergencies

After discussion, the Board Policy Committee recommended adding language to AR 907 to give the Superintendent the authority to implement face mask requirements within the District. The proposed revisions to AR 907 will be brought forward to the full Board on January 24, 2022.

The next Board Policy Committee meeting will be on February 15, 2022.
