The Board Policy Committee (BPC) met on Tuesday, July 13, 2021, at 4:00 p.m.
Committee Members Present: Dr. Paul Gausman, Perla Alarcon-Flory (via phone), Taylor Goodvin,
Jeremy Saint and Cyndi Lloyd
Committee Members Absent: None
Guests: Dr. Kim Buryanek, Patty Blankenship and Attorney Maureen Heffernan
BP 601.3 – Basic Education Program: Dr. Kim Buryanek
Conclusion: BP 601.3 is a new policy proposed by IASB, created by Attorney Maureen Heffernan, and reviewed, edited, and approved by Dr. Buryanek. BP 601.3 was pulled for further review. Ms.
Heffernan and Dr. Buryanek will try to combine similar policies for consistency. BP 601.3 will be
brought back to the Policy Committee when completed.
BP 604.8 – Instruction at a Post-Secondary Educational Institution: Dr. Kim Buryanek
Conclusion: BP 604.8 is a new policy proposed by IASB, created by Attorney Maureen Heffernan, and reviewed and approved by Jim Vanderloo. BP 604.8 was approved as presented and will be brought forward to the full Board for first reading on Monday, August 9, 2021.
BP 604.10 – Online Courses: Dr. Kim Buryanek
Conclusion: BP 604.10 is a new policy proposed by IASB, created by Attorney Maureen Heffernan,
and reviewed and approved by Jim Vanderloo. Attorney Maureen Heffernan requested BP 604.10 be pulled until a later date due to the Iowa Department of Education’s new rules that were filed on June 30th (effective date of August 4, 2021). The Iowa DE did a complete rewrite of 281 IAC Chapter 15, now called “Online and Virtual Learning”. Ms. Heffernan requested more time to review the new regulations before offering this new policy to the Policy Committee.
BP 802.1 – Local-State-Federal-Miscellaneous Revenue: Patty Blankenship
Conclusion: BP 802.1 was reviewed and edited by Patty Blankenship and Attorney Maureen
Heffernan. Revisions to BP 802.1 were approved as presented and will be brought forward to the full Board for first reading on Monday, August 9, 2021.
The next Board Policy Committee meeting will be held on August 17, 2021.
