Board Finance & Facilities Committee Minutes – July 6, 2021

The Board Finance & Facilities Committee (BF&F) met on Monday, August 7, 2023, in the Educational Service Center Board Room. Copies of the Agenda and the following Executive Summaries were available:

Call to Order: Dr. Rod Earleywine called the meeting to order at 3:00 p.m

Career Academy/Construction Academy Equipment and Supplies: Jim Vanderloo

  • Startup consumable materials are needed for the Career Academy’s construction/trades program.

  • Funding source: General Fund

  • The recommendation is that the Committee approves purchasing $46,324.08 of startup supplies and equipment for the Construction Academy.

  • The Committee approved the purchase.

ASPI Solutions/Bound Service Agreement: Jim Vanderloo

  • The District is transitioning to online ticket sales for events hosted by East, North, and West High Schools using an on-line box office.

  • The service agreement provides for the equipment and platform to sell tickets on-line.

  • The service fee will be $0.90 for each ticket sold.

  • Funding source: Activity Fund

  • The recommendation is that the Board of Directors approves the service agreement with ASPI Solutions.

  • This item will be on the agenda of the August 14, 2023 Board meeting.

Contracts for Board Approval: Jim Vanderloo and Jarod Mozer

  • The administration is proposing the following contracts for approval:

    • Alternative Site Agreement between North Middle School & North High School

      o City of Sioux City and North High School Application for Parade Permit

    • Alternative Site Agreement between Helping Hands Preschool and Daycare Center and Leeds Elementary

    • Alternative Site Agreement between Central Baptist Church and Leeds Elementary School

    • Facilities Use Permit/Agreement Form for Leeds Elementary School and Calvary Lutheran Church

    • Facilities Use Permit/Agreement Form for West High School and St. Luke’s College, Unity Point Health

    • Facilities Use Permit/Agreement Form for Siouxland Christian and Leeds Field

    • Digital Solutions School Picture Agreement with Riverside Elementary School ($650 three-year renewal)

    • Marching Health, LLC Business Services Agreement – Virtual Marching Health Clinic for North High School ($1,500)

    • Hilton Garden Inn Sioux City Riverfront – North High School Prom Agreement ($2,500)

    • Walsworth Yearbook Purchase Agreement with North Middle School ($3,603.96)

    • Teaching Strategies for Early Childhood GOLD accounts/GOLD student assessment portfolios order form with Preschool Initiative (Angel House, Apple Tree, BB’s Preschool, Building Blocks, Calico Kids, Crittenton Center, Kiddie Crusaders, and Story Time Preschool) ($12,011.34)

    • Digital Solutions School Picture Agreement with Irving Elementary School ($600)

  • The recommendation is that the Board of Directors approves and executes the above contracts.

  • This item will be on the agenda of the August 14, 2023 Board meeting.

Board Policy Cost Changes: Jim Vanderloo, Jarod Mozer, and Tim Paul

  • The administration is proposing to increase the hourly rental rates for District facilities.

  • The Committee also briefly discussed the future maintenance needs of the three high school swimming pools.

MTSS Support Specialist: Jarod Mozer

  • Multiple elementary buildings have a high percentage of at-risk students.

  • The administration is proposing to add three new MTSS Support Specialist positions. The three new positions will be added at Hunt A+ Elementary School, Irving Dual Language Elementary School, and Liberty Elementary School. The total cost (salary and benefits) of each position is $60,647.25.

  • Funding source: At-Risk (Project 1119)

  • The recommendation is that the Board of Directors approves three new MTSS Support Specialist positions to be funded by At-Risk. The total cost estimated cost for FY24 is $181,941.75.

Lexia Learning Systems LLC – Lexia English: Dr. Dora Jung and Amy Denney

  • Lexia English provides online support in English Language Arts for ELL Learners in sheltered classrooms. This is in addition to Tier I instruction.

  • The administration is proposing to purchase 400 Lexia English student subscriptions at $95 per subscription, total of $38,000 and one Lexia English District Success Partnership Silver for $8,300. Total of $46,300.

  • Funding source: Title III

  • The recommendation is that the Board of Directors approves the purchase of Lexia English subscriptions and membership from Lexia Learning Systems LLC for the 2023-2024 for a total cost of $46,300.

Learning Without Tears: Amy Denney

  • The administration is proposing to purchase Handwriting Without Tears writing curriculum resources for transitional kindergarten (TK).

  • The District received a quote six-year quote for $52,758.80. Year one $15,408.80 and Years two – six $6,225.

  • Funding source: ISL

  • The recommendation is that the Board of Directors approves the purchase of writing curriculum resources from Learning Without Tears for a total of $52,758.80 (years 1-6).

  • This item will be on the agenda of the August 14, 2023 Board meeting.

Imagine Learning: Angela Bemus

  • Imagine learning provides students learning opportunities in an independent and virtual environment to recover credits and/or provide relevant instruction in an alternative setting.

  • The 2023-2024 school year is the third year of a five-year agreement. The first installment paid in 2021-2022 was $73,000 and the second installment paid in 2022-2023 was $70,750. The third installment due in 2023-2024 is $70,750.

  • Funding source: At-Risk

  • The recommendation is that the Board of Directors approves the third installment payment of $70,750.

  • This item will be on the agenda of the August 14, 2023 Board meeting.

Alternative Support Furniture Purchase: Angela Bemus

  • The Alternative Supports Committee created a new structure and system for serving the at-risk students.

  • Funding source: At-Risk

  • The recommendation is that the Board of Directors approves purchasing $77,452.70 of furniture from EAKES for the Alternative Supports Environment at North, West, and East High Schools and the ESC Alternative Center.

  • This item will be on the agenda of the August 14, 2023 Board meeting.

Fire Alarm and Detection Equipment Inspections: Tim Paul

  • The District is required to have the fire alarm and detection equipment inspected semi-annually.

  • The fee for the initial inspection is $25,180. The fee for the second inspection (semi-annual) is $6,440. Total fee of $31,620.

  • Funding source: General Fund

  • The recommendation is that the Board of Directors approves the one-year contract with Thompson for the semi-annual fire alarm and detection equipment inspections.

  • This item will be on the agenda of the August 14, 2023 Board meeting.

Contract for Transportation Services between the Sioux City Community School District and the City of Sioux City: Tim Paul

  • To help with the busing of students the district contracts with City Transit.

  • City Transit will supply seven tripper bus routes in 2023-2024.

  • The total cost of the contract is $319,596.71. The contract for 2022-2023 was $310,432.62.

  • Operating cost per mile is the prior year’s actual cost per mile. The FY24 cost per mile is $2.93, a decrease of $0.09.

  • The recommendation is that the Board of Directors approve the contract for $319,596.71 between the Sioux City Community School District and the City of Sioux City for transportation services for the 2023-2024 school year.
